To fix this problem automatically, restart the computer where the upgrade to Windows 7 fails at 62%. Your computer will roll back to Windows Vista. Either download the following fix to a flash drive or to a CD or return to this article on the machine where the upgrade fails. If you return to this article on the machine where you experience this problem, click the Fix this problem link. Click Run in the File Download dialog box, and follow the steps in the Fix it wizard.
Note this wizard may be in English only; however, the automatic fix also works for other language versions of Windows.
Note If you are not on the computer that has the problem, you can save the automatic fix to a flash drive or to a CD, and then you can run it on the computer that has the problem.
Let me fix it myself
To resolve this problem yourself, follow these steps:
- Restart the computer. Then, your computer will roll back to Windows Vista.
- Click Start, right-click Computer, and then click Properties.
- On the Advanced tab, click Environment Variables.
- Under System variables, click New.
- Type MIG_UPGRADE_IGNORE_PLUGINS in the Variable name field.
- Type IphlpsvcMigPlugin.dll in the Variable value field.
- Click OK three times to close the dialog boxes.
- Start the upgrade installation again.

I noticed microsoft article 199175 does this information apply to vista as well if so how do i check the system has uncorrupted copies? system boots to black screen fat whilte arrow tried both F8 & msconfig. system was infected with rogue security antivirus did factory reset but safe on auto restart displays above symptoms but if i choose last known good config can access safe mode. otherwise laptop works fine in normal mode. It’s an Acer 5738z can’t find any issues on acer support uk. is there an definitive answer or not.
